Close. Shishui's eye was programmed to activated on seeing only Itachi's MS. Itachi assumed (correctly) that Sasuke would take his eyes to achieve the eternal MS.

Keep in mind, this Nagato still isn't as strong as he hypothetically could have been. For some reason, Nagato's reanimated form bears the debilitating leg injuries he received from Hanzo the day Yahiko died. It's why he was leaning on Itachi the whole time they were walking, and why Nagato wasn't moving around during the battle except through the use of his summons as mounts.
