Jiraya helped Naruto use his chakra alot more accurately so he wasn't just depleting chakra using his jutsu. So this is a huge help for him to fight difficult opponents because he isn't wasting chakra.

8:31 Forbidden Jutsus can be in two categories. 1.) Forbidden from being Taught openly and in general and 2.) Forbidden entirely. Some Jutsu that are forbidden are only forbidden because of the dangers involved in using said jutsu. The Shadow Clone Jutsu for example is forbidden because of its nature and side effects. Unlike other kinds of clones (save for 1-2 rare exceptions which won't be mentioned here.) Shadow clones are real bodily essence spread out amongst the clones which include stamina and Chakra. When someone uses the Jutsu they split up their chakra amongst a certain number of clones evenly. This makes it so that even under Byakugan, the opposing ninja cannot tell the difference between a clone and the real Naruto. But it comes with its own set of risks... because it gives the other clones stamina and chakra it depletes it from the original. When the Shadow Clone dissipates (from damage, loss of concentration on the clone's side or Naruto's, or purposely breaking the jutsu on said clone.) A certain amount of chakra is restored to the original (some is lost in the use of the jutsu and some is either lost from the clone using it or not controlling the flow back to the original well enough. Each person is different with different control and skill level.) However, the stamina given to them.... does NOT return and instead all the fatigue and energy expended by the individual clone goes back to the original. Long explanation short, Baris, you work out, so you must know the pains of an excruciating LEG DAY. Imagine now there is you and 10 other direct copies of you doing the exact amount of working out and the same routine. You know how you feel after one of those workouts.... now imagine having 10 more of those leg days all thrust back into your body, and you have to now experience them all..... AT ONCE pain strain, fatigue, etc. If you are careless with this jutsu and you do far too much, you could actually end up KILLING YOURSELF by way of this jutsu. Teaching this to an unprepared pupil especially one not capable of handling chakra well, just spells disaster. Too dangerous to just openly teach this kind of jutsu carelessly. Hence why it's forbidden. They say its a Jonin-Level jutsu because usually by then Jonin shinobi have better chakra control and wisdom in understanding the gravity of this sort of jutsu. Naruto just has a massive amount of chakra reserves of his own and having the Nine-Tails Chakra helps that out a bit, plus one of the passive abilities of being the Nine-Tails vessel is enhanced regeneration, so it helps stave off some of the risk.

The Shadow Clone being a forbidden jutsu - I think of it this way: In the past, it was allowed to use Shadow clones, but people misused the technique (You can really do much with it, overpower someone you want to bully, do pervy things, cause mayhem etc) and also the more clones you do, the more strain it is to your body and chakra and if you don't have a lot of chakra, more than two clones can easily exhaust you or even kill you in the worst case. Also it is known only in the Leaf Village, there is a threat that other villages may copy it, so they deemed it forbidden at some point. Some people still can use the jutsu as they learned it when they were young, but for Naruto's generation it is already forbidden, but Naruto managed to discover it anyway, thanks to Mizuki. Also a possibility that when the hokage allows it, high ranking ninjas are allowed to learn some forbidden techniques, depending on their ability and the severity of the jutsu. Let's just say some techniques are forbidden for reasons like "Use this jutsu, but it may randomly cause collateral damage" or jutsu that has long term effects on your health etc. (Rock Lee and his conditions to use some jutsu) and all the inhuman jutsus that Orochimaru likes as well. So only the safer ones are taught to people.

From what I understand the shadow clone Jutsu isn't forbidden. It's the multi shadow clone Jutsu that's forbidden, because people would use it carelessly and deplete their chakra reserves. Naruto being an exception because he has massive chakra reserves

Multi Shadow clone Jutsu is forbidden, but it's also stated in this episode that it's a jonin technique, so I'm guessing it's okay for them to use because they can do so responsibly. After all, we see Kakashi and Ebisu use it. It's probally forbidden for the same reason the Lotus technique was banned, puts a risk to the user. It drains a lot of chakra which is bad for someone to do in a battle. Naruto has so much chakra that it doesn't matter though, so why not let him use it? That's my interpretation of it anyway.
