NASCAR basically says, “If it’s tarmac, it’s fair game, unless we tell you prior to the race that it’s not.” For example, the area inside curbing and below the yellow lines at superspeedways are illegal, but the area to the inside of the white line at Phoenix and at the Roval such as the ones you pointed out are able to be used.

He's 32nd on the all time wins list. Only 31 other drivers can say they've won more than him. That's pretty impressive, considering the 100s of people that have been in Nascar.

From what I can tell, Nascar seems to only care if you are crossing a yellow line, which is why on so many of the cookie cutter tracks every single driver will go under the white line and cut the corner on the start finish straight. I do not understand it either
