Yeah man... the Razorback is a totally underrated gun imo. Only nuke I've gotten was with a Razorback/rapid fire setup. Great for medium to long range engagements...

IirOW well if your internet is bad then you'll experience internet lag on both your PC and console, so I would guess he's talking about FPS lag. And yes the quality of your PC determines what frame rates you get at different qualities.
