@@McDo76 His problem is that he didn't declare them. No way is a CBP agent going to investigate on the spot. The guy didn't know what he was doing as far as carrying merchandise samples internationally. He could have just declared them and paid import duties amounting to not much. He could have posted a bond in lieu of duties and it would have been refunded when he left or he could have gotten and ATA Carnet issued in the UK that would have satisfied customs.
