Each seal has its own tag so they are able to keep track of who has already been vaccinated and who needs their booster. You can see the little red tags on the seal's tail in front at about 10-15 seconds in.

What's the name of the specific vaccine they're using?

The vaccine used is "monovalent Purevax® canarypox-vectored recombinant distemper vaccine" and is made by Merial which identifies itself as an animal health company. The vaccine was initially tested for safety and efficacy in captive harbor seals and in Hawaiian monk seals several years ago. As Dr. Barbieri explained to me - the morbillivirus is encompassed in another virus and recombined so that it can't cause disease in the seal, which is key. The seal's immune system makes protective antibodies inside to protect the seal against the targeted virus. Each vaccine costs about $20.
