The rubber piece in case one was wondering is used like a chok on a car it goes in front of the wheels because of the plastic wheels it keeps it from sliding when locked. Especially on tiles and smooth flooring if you pushed on an appliance even with the wheels locked it still has a tendency to slide on smooth surfaces .

You stand on the brake! Not using your hand. Your hand isn’t strong enough. Use your foot and you’ll see it does lock. But releases easy.

That piece that you are fiddling with seems to be the lever that feeds in the brake lock to "lock it down"
