there used to be some concerns about the effectiveness of tourniquets in the past but now there is evidence and data that shows that tourniquets are effective at external bleeding control. emts and police officers now routinely carry tourniquets to treat immediate external hemorrhages in the field.

This is false. You don't put it too high from the injury because there is a possibility you can hurt tissue, but that is why we put it proximal to the injury. If it was true that the tourniquet was to kill skin cells, I would rather have that then bleed out to death causing hemorrhagic shock
