The escalation comes from the west, they discuss using long range weapon against a country that own nuclear capabilities. The west want to raise the stakes because the situation in ukraine is desesperate, it's their only way to have leverage on the war. These missiles can't be operated by ukrainian, it require satellite guidance and only nato has the potential and expertise to do that.
