effectively yes. there are gas compressors onsite that up the pressure but in essence it goes directly to the combustion turbine.

North America coule use a lot of these. We have a shitload of natural gas and gas turbines can run on most fuels.

Could they dump the waste heat into the city water supply in the winter to help save on water heating bills for a cities' residents?

Nope! You would not want to do that. This is the most efficient way to use this heat.

Where is natural gas stored in the plant? If it is delivered by pipelines does it mean that natural gas directly goes from the pipelines to the combustion chamber?

No the pipeline goes into high pressure compressors, and the compressors deliver it to the turbine.

Burning natural gas produces half as much CO2 per unit of energy as burning coal. Burning natural gas does not produce sooty or solid emissions.
