G-25's incident report: "On August 2, 2024, around 14:27 hours, I was sitting in my fully marked patrol car facing southbound on the on-ramp from Miller County Road 10 onto Interstate 49 southbound near the 24-mile marker watching for vehicles driving above the posted speed limit of 75 miles per hour. I overheard Miller County Sheriff’s Office dispatch a crash with possible injuries on State Highway 196. I activated my emergency lights and sirens to drive to the crash. Shortly after entering Interstate 49 southbound, I observed a white Dodge Charger pass vehicles on the shoulder driving recklessly. As I caught up to the charger, I was able to get its speed on my radar at 121 miles per hour. While catching up, it continued to pass vehicles on the shoulder. Near exit 18, I was able to catch up near the vehicle and it was clear that the vehicle was attempting to flee. At 14:29 hours, I notified dispatch I was in pursuit. The vehicle took the exit 18, drove over both traffic islands, disregarded the stop sign, and and drove through the intersection of Miller County Road 10 at about 70 miles per hour. The vehicle continued southbound on the on-ramp back onto Interstate 49. At the on-ramp from US Highway 71 near the 16 mile-marker, the vehicle applied its brakes and nearly came to a stop. I applied my brakes also, and I drove up next to the driver’s side of the vehicle, at that point, I saw the driver and we made eye contact. I notified dispatch of the driver’s description, a black male with long hair and a black t-shirt on. The vehicle accelerated, I continued to pursue it southbound on Interstate 49. I was able to see the Louisiana License Plate of 670GJI and provided that to dispatch. That License Plate returned to a white 2013 Dodge Charger registered to Jasmine Foster out of Alexandria, Louisiana. N ear the 15 mile marker, I attempted to place my vehicle beside the rear of his vehicle for a Tactical Vehicle Intervention (TVI) but the driver swerved his vehicle and prevent me from getting beside his. I requested for dispatch to notify the Louisiana state police in the Caddo Parish Sheriff’s Office. Near the 14 mile marker, the vehicle passed a truck on the right shoulder of the interstate at about 115 mph. Near the 12 mile marker, I attempted to TVI at about 120 mph. This time, I was able to get beside and behind his vehicle. As I accelerated to get beside him, he swerved at me, and I applied my brakes to prevent a collision. Near the 10 mile marker, I attempted to TVI at about 120 mph. I was able to get my vehicle beside his. As soon as I did, he applied his brakes and was able to stop his vehicle quicker than I could stop mine. The vehicle accelerated quicker than I could, and tried to cross the median using the authorized vehicle turnaround. The vehicle was moving too quickly to be able to make the turn, so it drove into the median for a short distance. The vehicle was able to get back onto the interstate and continue southbound. Near exit 6 onto Miller County 197, the vehicle swerved to prevent me from getting up beside it. The vehicle took exit 6, disregarded to stop sign, crossover mirror, Miller County Road 197 at about 60 mph, and continued back down the on ramp onto interstate 49 southbound. Near the 5 mile marker, the vehicle swerved side to side to prevent me from getting beside it to TVI. The vehicle took exit 4, disregarded the stop sign, drove through the intersection at about 50 mph, over a traffic island, and back up the on-ramp to get onto interstate 49 southbound. Near the 2 mile marker, I attempted to TVI, but the vehicle was able to stop and accelerate quicker than I could to prevent my TVI. Near the 1 mile marker, I was in place to TVI on the left side of the vehicle, but too far from the vehicle, as I began to close the distance between our vehicles, The driver applied the brakes, placed his vehicle next to mine, and turned toward me at about 118 mph. Out of fear of death or serious physical injury at such high speeds, I attempted to prevent the collusion by turning left, but lost traction and began to go off the roadway. I entered the grassy median at about 96 mph. I saw the drop off for West Fort Kelly Bayou, about a 20 foot drop off, ahead. I was unable to turn back and get back onto interstate 49 southbound. I turned my vehicle left to prevent driving into the Bayou and drove through the cable barrier. The cable barrier disabled my vehicle and deployed my driver side curtain airbags. I struck my head on the airbags and my left knee on the door. I had to continue to steer left and cross the northbound lanes of travel of interstate 49 while still traveling southbound. I got my vehicle to stop on the northbound shoulder of interstate 49 south of the Bay with my vehicle still facing southbound. I notified dispatch that I was forced off the roadway in the suspect vehicle continue to drive south on interstate 49 into Louisiana. While on the side of the road, witness that was driving ahead of where the suspect forced me off the roadway returned to the scene to tell me, they saw him force me off the roadway. They provided Trp. Phifer with a witness statement. I learned that the Caddo parish sheriffs office had taken two individuals into custody in Rodessa, LA, after the vehicle that fled from me had crashed out. A Caddo Parrish Deputy arrived at the location of my crash, and I was able to describe the driver to him, which Wright and I confirmed it was him. With my vehicle now disabled, I rode with Trp. Phifer to the scene where the vehicle crashed, spoke with Wright, and confirmed he was the driver of the charger that had fled and caused me to crash. According to Caddo Parish, Deputy Frizzell’s incident report (Incident Number 202400019118), the female passenger in the vehicle, black female Kennedy Harris, 10/01/ 2002, informed them that it was only right and her in the vehicle and he was the driver. Caddo parish took right into custody on their charges of reckless operation and no drivers license. Right was also held in custody while investigators for the Arkansas state police obtained warrant number 46C24394 for the felony charges of flinging by vehicle with substantial risk, aggravated assault, and battery second-degree with injury to law-enforcement.”

I was yelling at my phone. Oh no! oh no, no, no! Whew. Missed it. That was some dang good driving to maintain the vehicle. Wonder if the guy was ever stopped. Probably not looking good for the a-wipe. Glad our Trooper is ok. I admit I was alarmed when he said he should have shot the guy, considering no weapon was aimed at him other than the car itself. I just thought he was getting rifle ready for felony takedown after the TVI.

Other than the arrest warrant issued on 8/5/24 for Mr. Xavier Wright (driver), he has the following charges on him while living in Louisiana: - criminal conspiracy (2x) - terrorism - terrorizing - inciting a felony - theft of a motor vehicle - contributing to the delinquency of a minor It’s worth noting that Louisiana is a “closed records” state, meaning pubic information via the court system is not readily accessible to the public. However, LA’s arrests website has this information listed for Xavier for the last three years.

i still am not sure why civilian vehicles seem to be oblivious to sirens/lights from an emerg vehical... it is your duty to keep awareness of your surroundings while driving. i think it is even the law, yet soo many people are blind. i dont care if your music system is loud, if so keep your eyes vigilant on your mirrors then. if you are too busy with children in the car, then roll a window down a crack to hear any sirens...it is a Privilege to drive not a right. so respect the law and learn how to best help the people who protect your civil/driving rights as well as your safety. if some car drives past u at excessive speed. keep an eye out for the police. cause the person that car being chased could crash into your family/home/ loved ones.

ASP needs to contact AZ troopers, they have The Grappler. Ends pursuits without risk once you get close enough to deploy it, and Trooper Tiller had several times to deploy it. I thought I was about to see a trooper die when I saw that median guardrail. As much as I enjoy these vids, time to make them, and chases, short.

I've heard many people mention that ASP found the Grappler to be ineffective at high speeds, but I don't know where or when that information came from. I will say, any video I see using it, the chase is never over 100 mph. Also, the Grappler needs to go on a larger vehicle, which may struggle to keep up with a Charger. The only way I can think to stop someone driving that fast and erratically is to ram them when they slam on the brakes, but that is a significant risk to the trooper's own well-being.

Sorry trooper but it looks like you just lost control when the driver of the white charger slammed on his brakes. The camera shows the white charger moving to the right while your to the left which means the white Charger is moving away from you. The driver of the Charger slams on the brakes and you respond braking a little harder so you don't overshoot and maybe get a little lockup going and sliding left? Regardless, you end up going left and losing control. I hate to say it but it looks he gotcha on the day.

Is there a policy against the ASP "pushing" the fleeing vehicle off the road? It looks as if the fleeing car can't outrun the patrolman, so the patrolman could just put the pedal down and push him off the road.
