L-17's incident report: "Officer’s Report Trp Zach Rogers #262 202324369ASP Fleeing (F) Theft by Receiving (F) Unauthorized Use of Another’s Property (F) Aggravated Assault (F) Obstructing Governmental Operations Criminal Mischief Defective Tail Lamp Reckless Driving No Seatbelt On Thursday, December 14, 2023, at approximately 9:15 P.M, I noticed a dark colored GMC Yukon travelling westbound on Wedington Drive. Earlier in the day I had received information from Washington County Deputies that a vehicle matching this description bearing ARVL ATI46T had possibly been involved in multiple mail thefts throughout the county and had fled from other law enforcement agencies. The vehicle was also reported stolen out of the Springdale Police Department. I turned around and caught up to the vehicle near Double Springs Road and confirmed it was the same vehicle. I knew multiple other Troopers were in the area so I continued to follow the vehicle until other units could catch up to us. The vehicle continued west through the traffic light at Double Springs Road and then turned north on White Rock from Wedington. As the vehicle turned northbound other units were behind me and I activated my emergency lights to conduct a traffic stop. The vehicle continued northbound towards a residence. The vehicle then began to accelerate and make a left hand turn through the grass yard. I attempted to strike the left rear quarter panel of the car but did not have enough speed or a good angle to cause the vehicle to stop. Trp Hopper came across the yard and attempted to strike the vehicle as well. The vehicle drove through a wooden fence on White Rock and continued back south towards Wedington Drive. The vehicle turned westbound onto Wedington and accelerated to a high rate of speed. Trp Hopper was in front of me at this time, but he was unable to accelerate due to vehicle issues, I passed him and became the primary pursuit unit again. I continued following the vehicle and watched it turn left onto S Buddy Elkins. The vehicle used Buddy Elkins to turn around and go back to Wedington and turn back east. The vehicle attempted to pass a Chevrolet truck by driving on the shoulder. The vehicle struck the Chevy truck on the passenger side while trying to pass it. At this time, Trp Hopper who had discontinued following the vehicle on Buddy Elkins, was in a position to end the pursuit and performed a TVI. The vehicle rolled over once and came to rest on the driver’s side. Commands were given for the occupants to exit. The first to exit from the front passenger window was Michael Lewis (B/M 05/12/1994). The second to exit was Krystal Starr (W/F 06/03/1987). Both were taken into custody without further incident. A third occupant was in the back seat. He had difficulty exiting the vehicle, but I was able to help him out of the back seat passenger window. He was also taken into custody. He said his name was Tristen Taylor and said his birthday was 7-12-1999. No return was located for this information. A Fayetteville Police Officer arrived and when I mentioned this name, he said he thought his real name would be Tristen McNamee with the same date of birth. This information was checked and confirmed to be the third occupant. All three subjects had multiple felony warrants which were all confirmed. It should be noted, after the occupants exited the vehicle, I could see that none of them had been wearing a seatbelt, as the seatbelts had been locked in place as if they were all sitting on top of them rather than wearing them. The vehicle was confirmed stolen out of the Springdale Police Department. All three occupants were read their Miranda Warning. Michael and Krystal would not confirm who was driving. Tristen said that Krystal was the driver. This statement is consistent with how they exited the vehicle, Michael first from the passenger side, and then Krystal. Additionally, the driver’s seat was moved close to the steering wheel, indicating the driver may have been shorter. Inside the vehicle, multiple pieces of mail with varying names and addresses from the rural areas of Washington County were located. This evidence was turned over to Cpl Mason Bailey #279 with the Washington County Sheriff’s Office. Krystal and Tristen were transported to WRMC to be treated for injuries and subsequently released. Michael denied any medical treatment on scene. All three occupants were transported to the Washington County Detention Center and turned over to Intake Deputies to be booked on their warrants. Tristen was issued a citation (200A1452757) for Obstructing Governmental Operations for lying about his name, as well as No Seatbelt. He was given a court date of January 29, 2024, at 8:00 A.M in Fayetteville District Court. Krystal is being charged with Felony Fleeing for fleeing while exceeding the speed limit, Aggravated Assault for engaging in conduct that created a substantial risk or physical injury or death by striking the innocent motorist while trying to flee. Additionally, she is being charged with Felony Theft by Receiving for having an unexplained possession of the stolen Yukon. Additionally, she is being charged with Unauthorized use of Another’s Property for using the stolen Yukon to facilitate another violation without the owner’s knowledge. She is also being charged with Criminal Mischief for the damage caused to the yard as well as the fence. Additionally, she is being charged with Reckless Driving, Defective Tail Lamps and No Seatbelt as the seatbelt was locked in place and showed she was sitting on top of it. She will have a court date set in Washington County Circuit Court. Photos of the damaged fence have been added to the report. At the time of this report, I have been unsuccessful in contacting the property owner of 1195 N White Rock, in person or via phone in reference to the property damage. It should be noted, all three occupants were charged with Theft of Property by Washington County Sheriff’s Office Detectives in relation to the mail seized from the car (WCSO Case # 202302791). My MVR was active throughout the investigation."

According to the report, *The girl(Krystal Starr) was driving, the male (Michael Lewis) was in the front passenger seat and the other male (Tristen Mcnamee) was in the back seat* . None of the 3 had been wearing seatbelts in the stolen vehicle as they drove around the county stealing people’s mail. Some of the troopers and local police know the suspects from prior interactions. *All 3 suspects already had ACTIVE warrants and are career criminals* . The girl got the most charges & is the most famous to cops in town amongst the trio.

I'm honestly not sure what the driver of the Chevy truck was doing. He had been stopped, and when the suspect vehicle came up behind, he was barely moving with his flashers on. Maybe some kind of a mechanical problem. But a bad time to have one. He ended up getting struck.

Chevy could've gotten clear of the situation before the chase got to him, but instead he stopped in the road. For some reason everyone just stops in the road when they see emergency lights. I see so many Ambulances trapped cause everyone thinks "Oh an emergency vehicle! Instead of being aware of my surroundings I'm gonna turn my hazards on and stop where I am."

The pickup truck shouldn't have been there. I'm hoping it was a mechanical issue at a really bad time, instead of the driver making a bad decision to react to a pursuit by just stopping in the road and staying there. He stopped when the pursuit went past him in the opposite direction, and stayed there until the suspects reversed direction and he got hit.
