It's not a legal requirement to maintain the council strip. A quick search or call to free legal aid will explain this fact.

Council own from my water meter to the neighbours across the streets water meter. We are expected to maintain the footpath (nature strip) yet like max in the Mornington Peninsula (A Current Affair), we can’t plant lilies or hydrangeas while still maintaining pedestrian access. We should all be able to send councils bills of what it cost us to maintain the strips at the rate per hour of the job you currently have plus associated costs of machinery and maintenance. Eg… mower running costs, service parts and liquids, blades and repairs. Snipper costs like mower, watering costs etc…. Us (tax paying public) take hundreds of thousands of dollars away from the councils and their duty of service, as well as their own laws which would be severely breached. No one expects to work for free, for a company that every year changes them over the top prices of utilities, land taxes and other services of home ownership
