It's tough to choose. For a free app, Snapseed certainly with it's masking and Double Exposure tools. If you can pay for CC subscription, Lightroom I would say because of the advanced features in masking and Healing tools.

No idea why it doesn't support as they too are .dng files. Probably Snapseed's DNG RAW support is limited.

The one feature it badly needs is to go back and selectively apply edits to different parts of raw images like you can with different parts later on. It's quite annoying that any raw edits have to be global.
