I've seen the movie because I was curious where this track was used. I was disappointed that it was used from the scene LJ mentioned. You barely hear it unless you hear it carefully. I expected that it'll be used in some epic scene because this song really embodies stuff about space and such to me! But oh well...

I watched that whole movie just to hear this song, back in the day. Boy was i disappointed! Killer track. I remember trying to buy it when the movie came out and not being able to find it anywhere. Licensing. The soundtrack was released by Java which is part of the Capitol records label. A lot of the artists who were on it are no longer with Java/Capitol meaning the labels would have to renegotiate to re-release it. Since the movie bombed they likely don't feel it's worth the money. Especially given none of the bands are commercially viable anymore.
