You cannot incite people to violence you cannot induce people to commit a crime you cannot threaten a person's life there are many of words that you cannot use because they are not protected on the freedom of speech and secondly freedom of speech does not apply to a citizen it applies to the newspaper you as a citizen are free to speak in the terms of politics not in the terms of civil society. And because of what society currently looks like perhaps you can use this word but if you are to incite people to commit a crime as if they were to punch her in the mouth and drop her to her knees then she would go to jail for hate crime because she induced those individuals to harm her.
