The 14th Amendment states that citizens must be under Federal jurisdiction and born in the USA. Mexico supports it's citizens here with legal representatives proving they are under Mexican jurisdiction -- not American jurisdiction.

The reporter in this story only mentions the first one, which is being born in US. The second requirement is that the child be subject to the jurisdiction of the US. That clause has not been resolved in the Supreme Court yet.
