NBI starts examining Guo's fingerprints -- Director Santiago

The National Bureau of Investigation (NBI) has started examining the fingerprints of suspended Mayor Alice L. Guo of Bamban, Tarlac, Director Jaime B. Santiago said on Thursday, June 27.

If they have the prints for the original person why did they issue a clearance for the fake one to allow her to run for Mayor? What checks do they do prior to issuing the clearance? Apparently getting a clearance does not mean they have fully vetted the person.
