I think the Producers of NCIS decided to end the Tony/Ziva storyline because they didn't want to spend any more airtime on it. I think the Producers figured that they could not have Tony and Ziva hook up or get married or have babies. Then they would have to expand that storyline. They didn't want to do that; they wanted to move the Show back to its Original Concept, which is Gibbs walks into the room and says. "We got a dead Sailor on Pier 39. Everybody grab your gear.". and so.. the Producers send Ziva to Israel. And then Ziva gets killed. No more Ziva on NCIS.
