The reason demacis has to be taken out first is because of the land they live on and what’s around then. Petricide and magic negating/nulling effects are bonkers. Plus the more and more layers are removed the more Demacia can learn about itself and improve. They dislike magic now and their fear of it is why Sylas is who he is.

Compare them to Kalista or Ledros who looks more Human because both of them aren't evil and the Mist reflected what's in their hearts, and since Hecarim is a Monster even before the Mist, it's only natural for him to look the way he is "A spectral Monstrosity! " because the mist reflected the Monster he is on the inside, only now he is a Monster in appearance as well.
