Theo, I can tell you with 100% that the police WERE NOT nerfed. I’ve played it almost every day since launch, and the cops are the same as they were from launch. There are still just as difficult (or easy depending on who you are) today. It’s just when you get all the best stuff like the repair kits, and the very very effective damage reduction, it makes chases easier because the cops’ violent attacks do much less harm to you. Also a lot of experience also helps make chases easier because you figure out how to avoid their attacks. The police “nerf” is all in your head.

I never played Heat at launch but judging by some videos I did see at the time of the police, it does make sense why Ghost nerfed them because it pretty much was impossible to lose them once you were Heat 3 minimum. Everyone still had a low spec rides that didn't go super fast and that was before the exploit was found where if you took a jump you were guaranteed to lose all the cops that were behind you. With that being said, it definitely is noticeable that GZILLA un-nerfed the police here and that now makes me wonder if he can add new features to the police such as making them able to take jumps with you, making the Rhinos chase you like they would in Most Wanted's Black Edition challenge race, and even making actual cop cars be at road blocks too AND having them follow you when you go past them like they did in Undercover. Would be interesting to see.
