After playing with all the cars and trying out all engine swaps with every car in game. I can confirm the F40 and Pagani Huayra are the two best cars that have a good chance beating the rsr depending on ur skills and what tracks ur racing in. There are definitely other cars comes close as well but the cars I mention seem to have the best handling at corners and high speed control that’s similar to RSR.

For reference, the "built not bought" thing isn't actually a reference to the car, it's more of a reference to the car's build. i.e. Someone buys a WRX STI with a full Stage 2 turbo build, coilovers, and a fully remapped ECU has "bought" their build. While it is technically that person's car, as they own it, they didn't do the work on it, so in some people's eyes, the car isn't REALLY theirs. Someone who has done a full Stage 2 turbo build, coilovers, and a fully remapped ECU on their own WRX STI themselves would have "built" the car. It's their personal build. I am not clear on how this situation applies to people who buy the performance parts they want, buy the car they want, but have someone else install the parts, either because they personally don't have time or because they have no idea what they're doing and don't want to ruin their car.
