Lvl 1 police cars are not that fast to keep up with your car at all, so using nitro would be wasting it.

Probably your Speedometer is MPH not KM/H and also he never cheats the game if you want to change your Speedometer from miles per hour to kilometers per hour change the units from imperial (MPH) to metric (KM/H) you can find the units from gameplay settings
