There is an achievement/trophy called ''Pranked'' tied to beating this guy for the first time. None of all the other roaming racers have anything special like that. It was also mentioned in that guy's behind the scenes E3 vid, that they would give him a small role in the game. So there's most definitely a connection here.. ;)

EricXDCool For added context, Jesse Wellens is a well-known KZbinr who owns a channel named "Prank VS Prank" on which he used to upload videos of him and his (ex) girlfriend prancing each other. The channel has over 10 million subscribers and, of course, this is why the achievement is called Pranked.
