The tune shop refreshes every 10 minutes, while waiting, grind the shortest event. Install the highest level part. Once tune shop refreshes, buy the highest level and repeat again. Once you hit around level 17 for your parts, you can start using tokens to get them to level 18 or the stats you desire.
