One of the few things that disappointed me about Most Wanted was how tame the "busted" cutscenes were after the high-intensity chases - just the player avatar and one traffic cop, who usually wasn't particularly aggressive until provoked. It's a K9 unit - Police dog.

It's a K9 car, so possibly the cage the dog was in opened in the crash and the dog attacked the player.

The dog wouldn't attack the player, because there is a cage 90% of the time between the seats. The dog is just agitated from being banged around I'd assume.
