@ There were too many factors in those deaths to just blame Hextech, though. Heimerdinger actually praised Jayce for the Hexgates and supported Hextech. His only problem was the sentience of the Hexcore, when the magic commanded the technology, instead of the reverse. The Z-drive is hextech, and Heimerdinger had no qualms helping Ekko and Powder invent and use it, because it was controlled.

I'd like to think that in the parallel universe (where powder isn't jinx and vi died in the explosion) that Hiemerdinger took a more active approach on helping the people of Zaun because of what Ekko said to him; since he was there for 3 years, and helped Clagger with making hybrid plants to help with the fissure gasses. Like Jayce said when he kicked Himmerdinger out of the council, Hiemmerdinger is responsible for what happens in the undercity and was partially responsible as why life down there is so harsh.
