• The 91st Amendment to the Constitution, which came into effect in 2004 added Clause 1(A) to Article 75 of the Constitution. It limited the size of the Council of Ministers at the Centre and the States to no more than 15 per cent of the numbers in the Lok Sabha or the State Legislature.

Article 371D - spl provisions to AP and TS. In original constitution cabinate word not mentioned, but after internal emergency in 44th Constitutional amendment act, janata govt added cabinate word to article 352. President can declare emergency only after Union cabinate declares in writing that proclamation may issue. Article 75- constitution limited size of council ministers not more than 15% in Lokhsabha -- 91CAA.
