It depends what you mean by Russian. If you mean Russian citizen which translates into Rossiyski, then they are and they refer to themselves in that term too. On the other hand the Dagestanis and Chechens do not consider themselves Russian ethnically which translates into "Russkiy" and Russki refers to people whi are ethnically descendant of Rus' people in Kiev and Moscow. These guys do consider them Rossiyski but they will never claim to be Russki, That goes for all other ethnicities in Russia, you have the Tatars, Armenians, Kazakh, Darghins, Mongolians, etc.

Just a side note. The people in the Caucasus are not ethnically Russian, the culture i completely different. So eg. the no-women and no drinking is usual in Muslim-populated republics, but not a Russian thing if that makes sense.
