If need to perform a seismic analysis you can do it as shown. Afterwards, you can use the results of this analysis to design reinforced concrete shear walls. However, you do not need to perform a seismic analysis just to be able to design reinforced shear walls. Have a nice day

Yes, there is. Scia Engineer allows input of functions for time history analysis. An acceleration is an assembly of constant functions at a different step in time. help.scia.net/webhelplatest/en/tb/dynamics/direct_time_integration.htm
