Actually you're half right. Nero asked Daryl Hall (The Singer of Hall and Oats" if they could use the "Reaching out for somthing to hold" line. They also asked him to sing a hook for this song. They reused the synth line (or replayed it since it is very similar) to have an 80's vibe

Man this sort of music is totally gone. The sound design was also way ahead of its time, experimenting with synthpop before synthwave blew up, fusing it with early 10s dubstep, at a time in which brostep was tearing the genre apart. This track definetly stood the test of time, demonstrating that post-brostep dubstep was more than a fad.

The name of this great song is in reference to the famous and great song from 80's "Out Of Touch" from Daryl Hall & John Oates. "Reaching out for something to hold" is a chorus from "Out Of Touch" song. So, Nero put just the initial part of chorus "Reaching Out" as name of song. This explains the style of video clip, making an allusion and homage to the 80's TV series Miami Vice. Fantastic!
