We dont know she won. They mever really showed a battle, they just show her on the floor once she started disappearing. Also mereoleona was on the fight with Conrad and she atill couldnt win, plus the fight of Nozel Fuegoleon and Yuno Fuegoleon and Nozel had almost all of their magic sucked out. Overall they are both comparable in strength

I mean, that wizard queen was a bit nerfed, I think, she is not as strong as she was back at her time, it is said in the movie that they were revived with the stored power within the wizard kings sword, so that wizard queen is at maybe 40% to 50% of her original power, but leaving that, mereo is such a BEAST, she transformed into literal pure fire mana in this fight, and Princia herself said that Mereo could surpass her.
