As an AI that cannot die, has no need for sleep or nutrition, her goals are literally beyond our understanding. Maybe she wants to get enough dirt to build a 1:1 earth replica with. It might take her millions of years, but since she doesn't have the ability to get bored and doesn't need to ever stop maybe she thought about it and came into the conclusion this was the most optimal course of action to succeed at her assigned mission of entertaining us.

Osu okay, it's a very simple game that ask for "skill" and very few button. but minecraft ask to understand soooo many interaction between everything. I was expecting her to just run aimlessly and sometime mine something. but it seem she can even make tools!

It takes a lot of manual coding on the developer end so that the AI has goals to follow and learns from those individual little goals. In neuro-sama's case I'm not sure what goal she has, but she ran around punching trees and drowning for the first hour and a half. Minecraft AI has been a thing for a while now, but Baritone uses cheats.
