I am not sure but according to Oxford clinical handbook book of dentistry, it should be made with tissue conditioner

this obtained by the neutral zone impression as following: base plate is fabricated with some wire connected on top of it for supporting the tissue conditioner material, then the tissue conditioner is mixed thick consistency and applied on the plate, then the plate is inserted into the patient mouth with the upper trial denture, and the patient does functional movements till the material is set, the space occupied by the material after it sets is the area of balance between the labial and buccal muscles on one side and the tongue on the other side; thus it is called the neutral zone, were the mandibular teeth should be aligned for better stability
