you need to make all the water monument be sealed by moving the water crystal around, it works by absorbing/transfering hydro between it and the monument (and shooting the crystal atop the cliff using a bow). Once all the monuments become sealed, shoot the crystal atop the cliff once and they will all unsealed at the same time and activated sorry if it's unclear, hard to explain using words but i hope you get the idea

@@kinkin9363 I actually kinda did the opposite, I activated all of them and moved the crystal and somehow it did work when I moved the crystal to the last sealed & inactive one and then shot the lamp at the cliff

Could be just a border between 2 regions. Rain is usually limited to a certain region so if you just cross the border it will stop, and if you go back it will start again. By region I mean local regions like springwale, Wolvendom, etc. You can check if it's actually a Hydro dragon thing by forwarding the time for a day or 2. Rain storms usually stop in that time. Though I wouldn't be surprised if it's actually a Lore-related thing :)

It did the same thing near Fontaine city. Right outside it's walls on the south side. It activated the water mechanisms and the rain completed unlocking a chest for me. If I climb up the wall of they city it stopped raining. Went back down the wall to the ground and it began raining again. I don't have Neuvillette unlocked yet.

It rains in Fontaine in a lot of places, now. I think it might be linked to either the end of Act IV or Neuvillette's story quest, because it only started after I finished them (I'm not sure which, since I did them back to back, but it makes sense with the information we learned)

From my experience, it doesn’t matter wat nation ur in, and there’s a certain threshold for when it rains where if u step over it the rain disappears; and if u go back over the threshold it starts raining again. U not seeing it before could be coincidence, especially because Fontaine is new so nobody’s spent that much time there yet

I haven't played for a long time but I suppose Neuvillete says "My apologies" because he is talking to Traveler getting soaked by the rain, and Neuvilette is strongly connected to Hydro, right? It's like he's apologizing on the rain's behalf of bringing inconvenience to Traveler. And about the rain, it's just like in Inazuma... Forgot the island name but there's a place there where it always rains, until you finish its quest. That area must also be like it, that's why it pours rain when you step on the specific perimeter.
