If u read Alter’s bio in game, at the end it says that one person always seems to be the one that ends the universe/dimension. Thinking about how Alter keeps calling Horizon the destructor of worlds and how she keeps claiming to know the dark side of Horizon plus how Alter’s main purpose is to cause chaos I think it’s safe to say that Horizon ends up destroying every dimension by trying to find a way to get back to Newton. Alter is trying to speed up the process hence the offering to help her cause she just wants to end this dimension and cause Chaos. Also explains how she acts like she knows the other legends but she’s really just talking about their alternate reality versions. Sorry for the rant lol

Horizon actually destroys a lot of worlds searching for Newton, maybe not on purpose, you can read it on the biography tab from Alter in game, but the biography also says Alter loves chaos and in some sort of way I think she admires Horizon and wants her to become a world destroyer in that reality as well. The "Arc Shard" she stole it using her Dimensional Void powers from an IMC facility but I don't know what her motive are for helping Horizon but it seems that's she been to countless of other alternate realities and already met some versions of the legends, (most notably Wattson and possibly and an evil Horizon)
