This buff is a bigger deal than you thought. Keep in mind that the buff isn't exactly just on his Skill 1's dmg, but rather the tokens themselves, which means it also affects his enhanced BA. Even at LV 1 it gives +20 more dmg for red token and half of it for blue token than previous patch (including the reduced base dmg) and it'll only gets better as the game goes on (up to around +70 more dmg than before at late game). It might seems like a really small increase until you remember how often Di Renjie spammed his BA in every game, the bonus dmg will add up really fast. The best part is that since it scales from total phys atk, that means it'll still gave decent bonus dmg even with his usual atk effects/semi tank build
