No, he spends money on the game to have all this, but by adding 1.7 to 2.0 you can get 300 pulls

we're on version 1.7 right now where Isolde is the rate up character. Joe will be on 2.0 so you'll have plenty of time to save up for him. but be careful though, Lucy is on 1.9

No he's not a good dps due to him being completely dependent on his counter

Works well with Isolde if you get her. He seems to do really well Aoe as long he can deal burn which Isolde does extremely

I put him on tier 2 priority. He's strong, but kinda fragile. And his burn mechanic prevent healer like Vila and Toothfairy cast ults; on the other hand, he needs healer. So the choice is kinda limited. I absolutely recommend to pull him if you got Isolde.
