My guess is that Phoebe is the Magistrate of Rinascita. Everything about her feels similar to Jinshi. Both have their Sentinel's features in their designs. Jinshi has dragon features on her design, while Phoebe has Pegasus/Griffith designs on her clothing. Plus, her character quote is related to the new Sentinel, so I believe she is 100% a 5 star. I think we have three 5 stars here and one 4 Star, that being the first character teased.

Imagine if ( for ONCE) the magistrate of Rinascita is another male character not revealed yet. It would be nice, because WuWa is turning into a waifu generator real fast, the ratio will 21 fem VS 8... EIGHT males by 2.0. Quite excessive for my taste.

the Tacet mark is usually a give away about the rarity, cause 5 star characters have longer tacet marks, so we can assume both Phoebe and Brant are 5 stars, while the one at the very start of the teaser being a 4 star.

They are all five stars. The teasers for them that was posted yesterday with those image hints all had the 5 star tacet marks at the bottom of every image.

Roccia's mark is long enough if you pause the video, and from the concept, Carlotta's mark looked smaller, so what is she a 3 star?

I will happily skip these corny characters! To be honest if the male characters will be like this... I will skip them... and if WuWa geting this colorulfull corny design I will loose my intrest. I hoped for a bit more "matures" type characters in WuWa. We already have Genshin... I don't want WuWa turn in to an other Genshin.
