Someone told me those DC covers were Black Light covers not glow in the dark. They put no price on the foil variant Hulk 181s so that the shops could sell them for whatever they want. From what I read not a lot of shops were selling it for $3.99.

Think you will have some varied answers sir .. In theory Yes it should be classed as a much rarer book if there are only a few out there And that's my opinion ,, However you could argue that the supply and demand factor needs to be considered .. For example, If you have a booklikethis and five people want it and there are five copies ,then everyone can buy a copy Whereas if you had 100 copies of say Batman issue 251 and three million people want a copy , that could be classed as rarer ... Hope that makes sense anyway LOL
