While it seems apparent that Oda cobbled things together with Sugar's fruit, I think he did so very well. The man really is a master of improvisation. For example, Sugar's fruit does the following: - Freezes the user's age at the moment of consumption (i.e. provides everlasting playtime) - Turns others into a toy of the user's choice (i.e. ensures optimal fun during playtime) - Allows for total control of toys via contract (i.e. ensures optimal fun and lasting playtime) - Results in loss of memory of any person turned into a toy (i.e. prevents outside forces from stopping playtime) - Cancels all effects of the fruit when the user is knocked unconscious (i.e. nap time ends playtime) It feels random and thrown together, but it works very well as a part of a broader concept of "playtime".

I feel like Sugar did not remember the people she turned into toys. If she did, she'd remember Kyros and what that he was the Toy Soldier. The Toy Soldier was wanted because he was the only free toy on the island. If Sugar remembered, she definitely would've told Doflamingo and made it a priority that he was caught.

The victims get forcefully assigned a role and have to fulfill it. They still retain their memories because it's just a role. But to everyone else, your role is all you are. Tontata's are actually the best users of certain devil fruits. They are small so they are portable, can accompany you anywhere, and you can fit more of them in the same space. My head canon for Sugar's ability: "Play time - if she touch you, you are drag into HER world and playby her rule, only when she done playing can you return to the world. It track off is a person physically can't be stronger than a child." The memory lost can be one of the rule unique to her, if another person have the fruit, they may not use that.

Actually, Sugar would be a great tool for the escape of Impel Down prisoners. Because they're forgotten and turn into toys, one could turn certain prisoners into toys, smuggle them out and then undo the ability after enough time has passed. The person would become a ghost prisoner until they're turned back so people wouldn't even think of looking for them.

Does it change documentation and written records? Because otherwise they might know to look for them because of prison records. Although if the fruit does do that or maybe it does when it's awakened that might be how most of the void century was carried out being able to wipe a bunch of people from written record would go a long way towards hiding events and it'd kinda fit with doflamingo seemingly trying to be emu.

What was stopping Doffy to send Sugar to touch Fujitora was that would've been too risky. And if he loses Sugar, his whole operation just stops. Sugar's safety was a crucial part of his plan, that's why there is a whole section of his crew dedicated just to protect Sugar and make sure that nothing happens to her at any moment

It would be nice if at least it was stated that Sugar's fruit is awakened. I mean, at least to justify it being so powerful. It could also work as her power changes other "objects" or people. Not to mention the totally crazy "universal" effect of wiping the memories of people who didn’t even have contact with her. That’s kind of hard to explain, though; I don’t think any Devil Fruit has done something like that. It alters reality of people that isn't even the target...

Honestly I’ve been wondering for YEARS on if a human ate Leo’s fruit if the power could work with a sword or if it has to specifically be a sewing needle and honestly something I find kinda funny is one of the swords belonging to the 7 swordsmen of the Mist is a freaking massive needle (I want to say it’s suppose to be a sword in the form of a senbon needle) and the gimmick of this specific sword is to literally sew enemies together due to the sword supposing to have an infinite amount of ninja wire stored in the hilt. The way I always interpretted it was the hobi hobi Nomi makes it so you can turn people your main hobby and you stay that age indefinitely so you never grow out of your hobby and the toys would be quite useless if they had ties to families or their past human life so their identities of their human or animal selves are stripped away too. Also they can't be YOUR toy if they didn't listen to you so they now have to listen to you with the contract. It makes sense if you think about it like that rather than 4 separate convenient abilities
