Fun fact in msc: driving satsuma without airfilter can result throttle stuck this happens if carburator gets dirty and throttle gets stuck and to fix this you need engine tuning on the fleetaris catalog

Fun fact..... i guess.. You don't need to let him tune the engine to fix that. Leaving the carb on his table, and then selecting the (fix part) option, is enough to get that fixed..

The mod with the blue highway car is a volvo 745 or 945 while the green car you got now is a volvo 245 from 1979, and it is kinda funny that the emblem on the steering wheel is suppose to say "Volvo" but instead it is "Säker" which in swedish means "Safe" because volvo 240 was the safest car in the world at the time

You need to enable safe mode in the MOP settings and then you should be able to fuel it (it uses diesel)
