what are the bands on their necks and what are they for

They are reflective collars. The commoners who own the ponies have a choice of whether they want them put on. They are to help traffic see the ponies stood in the roads at night.

Why do they have collars on their necks? Aren't they wild and free?

Technically none of the livestock that roam the New Forest are 'wild'. Every animal is owned by a commoner. When the ponies are rounded up for their annual check up, the commoners are given an option to have reflected collars put on their ponies. It's to help traffic see the ponies in the road at night. The ponies are still very feral so act wild but each one has an owner 😊

Whats with the neck bands? They look awful tight.

They are reflective collars, owners may choose for their stock to have them if they wish. Helps them be seen in the roads at night

They are elasticated and have a break point. So many road deaths in forest got to give these ponies a chance.
