Demon of Flames it isn't a give take system. There isnt 300 charge shared amongst 6 people at the start and 300 charge at the end.

Adam Crisford it might be, with a few small modifications. It adds more charge passively every turn, 1 or 2 per player. I think you also get a bit added when you attack someone without charge.
