On the OG games brick break was a quite decent fighting move 75 base dmg while dynamic punch is 100 base dmg with 50% chance to hit. For sure brick break deserve better stats.

Or maybe keep it as it is and give it a chance to lower the opponent’s defense, either 30 or 50%, like in the main games it breaks the defensive screens.

Allowing it to just be a 1000% better Tangrowth with no drawbacks would not really be a great decision for the game, especially since people outside the City Safaris likely won't get it for at least another year. More incentive to push for a Brick Break buff.
