For what it's worth, 'cold' tire pressure just means pressure before you drive (i.e. tires haven't been heated up by driving friction). So, you should really try to keep your tires at 42 psi year-round. Using 39 psi is kinda asking for wheel damage IMHO.

I have both the GT4000 jump starter and (separately) a GT150 inflator. I've not needed the jump starter, but the inflator is always in the truck, gets regular use, and it's amazing!
