Blackbolt is mostly silent because he can destroy a whole city with his whisper. So his skills is just mostly him breathing out air except for the ult. He's one of the most strongest Marvel characters except in Doctor Strange 2.

His 1st skill is very annoying for me who uses Marksman and Mage. I mean come on, I used Gambit, took the trouble to collect Stack skill 1, and Black Bolt easily removed some of the damage when I throw the card...
