I feel like Yao is a good counter against him since he could bait Loong's ult by pretending to dive him and then uses ult to disengage and wait out the ult's flight duration. Outhealing him might also be an option since outside of the water dragon attacks (ending combo with Skill 2), he doesn't really regen that much even with 2 water attributes on him because of his low atk spd. "Forcing" him to use the water dragon attack over and over again also means that it'll lower his overall dmg since he won't use the high-dmg fire dragon attack after every skill combos

True, should had been his design in the first place, now even non Aphelions mains know his red white(Severum / crescendum) is his strongest phase/combo, or every one needs to atleast not underestimate Aphelios when he has red on 2nd slot. But even then, no one plays Aphelios cause he is boring, and only a tool for esports. Desginers can't always use the "skill" alibi to be shielded from bad design philosophy, When there are fun skill expressions like Alistar combo, AK, AWP, etc

well he doesn't need lifesteal you can always use your ulti to disengage from your aggro use a 2 attribute of water to have a burst of healing you need to utilize his attributes properly

Can he become a hero who fully utilized his CC as roamer? Is that possible to work?

He only has one reliable cc, his wind sword. Outside that he provides no laning utility since he can't heal, tank or shield his teammates. And his ult which is also a form of control is mainly for repositioning himself. But more importantly, he has trouble dealing with assassins himself since he's really squishy, so how is he supposed to help his laning partner deal with ganks?
