IMO looking at Elgin's KDA stats, the Hero is kinda balanced to be honest. But as a Fighter and EXP Laner, yeah they need to tone down his mobility, in that field he's kinda unbalanced. Although I wish they slightly nerf his damage but at the same time improve his sustainability, because he feels like a physical version of Silvanna who relies mostly on items.

I tried him already, and he pretty much has 2 playstyles and this build is the glass Cannon burst assassin build I'm not really a fan of this because you will die immediately when you try to stay inside the team fight for more than 5s as Lukas doesn't have any form of self sustain like free heals or shield. Best you could get is the 20% stat increase by using ult, but it's a percentage buff, so if your defense and HP stats are low to begin with, then pretty much you're as squishy as a marksman or mage. Building Atk SPD is alright, but you cannot use it on a burst build because you won't even stay that long on a teamfight to spam your basics. Haas claws as last build is just gonna ruin your late game as everyone can burst you down, not leaving you time to even perform basics to lifesteal. To make things worse, pretty much everyone at that point has anti heal, so not only that you are squishy, you also heal like a noodle. The most success I found is the standard fighter build with a bunch of CDR + defense items (like Yu Zhong or Ruby build). His 1st skill deals INSANE DMG even with only 1 Atk item, as it is his main source of damage. To be able to spam it, building 30%-40% CDR is the breakpoint for him to reach 3s CD 1st skill at late. I'm building War Axe as my core item, Queen's wings/Bruteforce for 2nd item, then whatever on the other slots. You can build hunter strike when you're team composes of mostly chunky heroes, otherwise you can go full def depending on the enemies' composition. Trust me, he can create chaos by constantly knocking up + stunning enemies + dealing insane burst DMG from his 1st skill while being tanky, and if anyone tries to get away from you, you can just use your Bijuu Dama and they'll disappear like a magic trick. If you don't want a fighter build and want to 1 shot Squishies like a true assassin, build items like Yin with a full burst build. No Atk SPD, just full on BoD, Hepta, Hunter, Halberd, Flex. But ofc you'll be playing him like an assassin with this one, so you should never fight head on and just do the typical hit and run playstyle like all assassins do
