You don't have to get permission to sing someone else's song. You just have to pay publishing royalties. Lots of times artists will ask for permission as a sign of respect, but they're not legally bound to do that. Now, if you use someone else's song as inspiration or if you use a sample, then you have to get permission which usually means working out some sort of payment. If you write your own song that song is your intellectual property, but the label or whoever owns the masters owns the recording of that song.
